Old Lyme Board of Selectmen
Regular meeting Monday, June 21, 2004
The Board of Selectmen held a regular meeting at 4:00 P.M. on Monday, June 21, 2004 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.
Approval of Minutes:  June 7, 2004
Selectman Sibley corrected the spelling of Nan Selvino to Nan Salvino.  Selectwoman Reemsnyder made a motion to approve the amended minutes of June 21, 2004.  Selectman Sibley seconded the motion.  SO VOTED.

Old Business:
Roche Property – Modification to Resolution for Special Town Meeting on Monday, June 28, 2004 at Middle School Auditorium – 7:30 P.M.
At the last Board of Selectmen’s meeting, the proposed amount of $381,000 for the sale of the Roche property to District #18 was approved.  The special Town Meeting on Monday, June 28, 2004 will be to authorize the sale of the Roche property by the town to Regional School District #18 for a sum of $381,000 to take place by August 31, 2004.  In the event that the sale at 47 Lyme Street shall not be authorized by the Town Meeting, the premises will be available for public sale for not less than $400,000 by sealed bids in accordance with the terms established by the Board of Selectmen.  Selectwoman Reemsnyder made a motion to accept the call of the meeting as read by First Selectman Griswold.  Selectman Sibley seconded the motion.  SO VOTED.
Town Woods park - Update
Phase I of the Town Woods project has been finalized with the exception of work at a cost of $10,000 to be completed after the construction of the approved building.  The retainage, exclusive of the Phase I work, is $55,000 that the committee voted to schedule to release over the next year.  Quarterly payments of $11,200 will be made to Machnik Brothers from July, 2004 until June, 2005.  The site work for the building will start in mid-July and will be completed in mid-September.  John Flower volunteered to be Clerk of the Works and Ron Rose is the building official. A survey will be available for the June 22 Conservation meeting.  Contracts are being prepared for the field maintenance, the site work for the building, and actual construction of the building. Selectman Sibley is working on fundraising and the suggestion was made to establish a list of what could be covered under existing money and what will not. Selectman Sibley suggested brainstorming with other towns for fundraising ideas.
c.  Town Woods Park – Possible STEAP Application for Phase II
There is the possibility of another STEAP grant.  Lyme First Selectman Koch volunteered to work on applications to be submitted by Lyme and Old Lyme of equal amounts for Phase II.  The contractor’s estimate for two baseball and softball fields is $612,500 including the 20 percent contingency figure that equates to $98,000.
Sound View Design District – Update
Selectman Sibley stated there will be a special meeting of the Sound View Design District with Zoning on Thursday, June 24, 2004 at 7:30 P.M. at the Sound View Community Center.
e.  Info. Tech. Committee - Update  
Selectwoman Reemsnyder reported there was an Information Technology Committee meeting last week  It is hoped there will be a recommendation that the committee will present at the next meeting.  There is a tentative meeting on Thursday, June 24, 2004.  
Town Hall Facilities Committee – Update
First Selectman Griswold received a letter from Laura Champion of Gibble, Norden, Champion and Brown an engineering firm in Old Saybrook.  Laura Champion suggests that, if she helps with the first stage, the next step would be to go to a bidding process for more detailed engineering work.  She proposes to review the existing plan of the town hall, review the general building and fire code of the primary egress and limitations on expanding office use area to identify the most significant code issues that affect public safety. She would summarize the existing code violations with actions required to be code compliant and the feasibility of an addition to the existing building for the elevator, stair egress from the existing building and allowed addition footprint and separation requirements from the existing building.
Thomas A. Fox Memorial Bridge – Update
Selectwoman Reemsnyder spoke with Sen. Melodie Peters to get information on the process of naming bridges.  Selectwoman Reemsnyder reported that the Thomas A. Fox Memorial Bridge was a transportation bill that originated in the House, reached the Senate, and within three days was voted on.  The section of the bill that specifically relates to commemorative and memorial names states that bridge #1392 on Route 156 in Old Lyme crossing over the Lieutenant River (will be known) as John A Fox Memorial Bridge.  This bill was passed on May 22, 2003 and signed by Gov. Rowland on June 18, 2003.  Senator Ciotto, who is on the transportation committee, would like to meet with town officials and Senator Melodie Peters to discuss the issue.  First Selectman Griswold suggested including Rep. Marilyn Guiliano.  
New Business:
Lyme St. Reconst. School Auditorium – 7:30 P.M.Project – Citizens Info. Meeting June 23, 2004 Middle
The Board has scheduled an informational meeting for residents of Lyme Street on Wednesday, June 23, 2004 at 7:30 P.M. in the Middle School Auditorium.  The meeting will inform citizens of the details of the Lyme Street reconstruction project.  The drainage improvements are 50 percent complete.  
Governor’s Arts Awards – Florence Griswold Museum
First Selectman Griswold attended the Annual Governor’s Arts Awards in New Haven presided over by Gov. Rowland.  Seven organizations were given awards including the Florence Griswold Museum for artistic achievement in tourism. Jeff Anderson, Executive Director of the museum, received the award on behalf of the museum.  
Town of Old Lyme Government Award – Heather Heye  
The Board congratulated graduating senior Heather Heye who received the Old Lyme Town Government award
CT Greenways Council – Official Designation of Old Lyme Greenway  
The Connecticut Greenway Council recognized Old Lyme for its official greenway. The Connecticut DEP pointed out that Old Lyme has been active in acquiring and linking parcels of open space with goals of providing passive recreation, resource protection, and preservation of the rural character of the area.  
Sound View Parade - July 3, 2004 at 10:00 A.M.
First Selectman Griswold announced that the Sound View Parade would occur on Saturday, July 3, 2004 at 10:00 A.M.  
Other Business:
Selectwoman Reemsnyder congratulated the class of 2004.  First Selectman Griswold mentioned that the Estuary Regional Hazardous Waste Facility is operational.  Resident Jack Alexander suggested having nine baskets available (one for each town in the Estuary) the size of the maximum amount and charge $35 to the individual town when the basket is full.  Selectman Sibley recommended the Board phone Sen. Melodie Peters to encourage her to attend the meeting in Hartford on June 28 regarding the process of naming bridges.  Selectwoman Reemsnyder stated that Sen. Peters is already working on behalf of Old Lyme and the Board should follow Sen. Peter’s suggestion of meeting with Sen. Ciotto. Selectwoman Reemsnyder will contact Sen. Peters to get her opinion on attending the meeting.
Public Comment:
Mark Diebolt read a petition he circulated regarding the naming of the Thomas A. Fox Memorial Bridge on Rte. 156 in Old Lyme.  The purpose of the petition is to change the process of naming bridges since the town officials were not notified beforehand.  Mr. Diebolt reported there are over 500 signatures and many of those who signed want the bridge renamed.  On June 28, 2004 there is a legislative session scheduled at which time the House and Senate will be called in to override the Governor’s veto on the medical  malpractice bill.  Mr. Diebolt suggested that the Board urge Sen. Melodie Peters to attend.
